Systemic Racism is any law, regulation, rule or procedure that is connived of or used to control, punish, criminalize or disenfranchise from the vote.

It is all about Agency, the Right to Vote. Without the Agency of the Vote there is Systemic Racism. This racism is not about Race. It is about Power. If you want to find systemic racism look at the laws.
